I'm thinking it's the turbo but looking for a second opinion.

When I shut off the engine even after a shortish run I hear a slowly spinning down noise. It's like a fan slowly loosing momentum. The only thing I can think of is its the turbo spinning down and the bearings are starting to go. Any heard this noise before?

Rotor oil filter. Perfectly normal. Worry when it doesn't make the noise.

Normal. Mine does it too, the 110 is quite loud but the missus's 90 is much quieter.

Probably depends on what make of centrifugal filter is fitted.
