Well iv gone and snapped the bolt that holds the bulkhead to the outrigger, spent a good 4 hours trying to get it out.
Snapped 6 drill bits. Bent a punch hitting it with big hammer. Bent a bumper bolt hitting it, cut some 15mm steel bar to 1" long and bent that hitting it.
Iv had heat on it, tried hi lift on bulkhead.
Left it to soaking in oil over night and still nothing
No matter what I do it will not move

Any suggestions before I chop the bloody outrigger off

If there's any weight on it you will never shift it!

Have you tried putting a jack under the outrigger and another one under the bulkhead.

The one under the outrigger is used as a steady and the one under the bulkhead takes the weight off the bolt.

I will warn you that it requires precise jiggling between the two, and could take some time!

Once the weight is taken off the bolt, you should find that it is fairly easy to drift out.
 
Is there any bolt sticking through the other side ? Weld a stalk to it and try to screw it out backwards if you get what I mean
 
Buy some decent drills and drill it out by going up in size , no reason why they should snap if you take your time.
 
If it's that hard to remove its likely that it's not just weight on it, it maybe that the bulkhead is leaning forward or backwards, try slackening everything that holds it upright and removing unnecessary load, doors etc.

Failing that, drill a hole in the centre, pop an ezi-out in and get somebody to turn it whilst you hit it with a BIG hammer.
