As I understand it, the new tax regime applies to all non-commercial vehicles registered on or after 1st March 2001 and is based on the vehicle's CO2 emissions as declared by the manufacturer.
Your '98 Disco will be broadly the same as now, with whatever percentage rise the Chancellor has seen fit to add. Your '02 Disco is a different kettle of fish. Assuming it's not a Commercial, it will fall into one of the new bands based on its emissions.

Just a moot point here, but if the tax applies to non commercial vehicles and (ref another thread) local councils are stating that all Land Rovers are commercial vehicles, with regard to waste disposal. Surely a vehicle either is or is not commercial? What is the definitive documentation? I assume its the V5, is it not?

That'll be the authorities demonstrating "joined up thinking" - not!
I reckon the V5 should be the definitive answer, but who can say whether Local Authorities would abide by this.
Judging by the rules on our council's Household Waste site, I would need a permit if I had a Defender Van or Defender pick-up, but wouldn't need one if I had a Defender Station Wagon (with glazed rear panels). Would still have the potential to pack it from floor to roof with "trade" waste but wouldn't need a permit - go figure
As for Discos, a standard 5 or 7 seater with glazed rear wouldn't need a permit, but the same applies. Could still potentially fill it with trade waste but would anyone on the site care? Disco Commercials should need a permit but Series 2s look like they're glazed, so could argue to the toss on that one, although I suspect the site would turn you away.
As for the Road Tax, let's hope there's a u-turn and the revised tax bands aren't back-dated to March 2001. Judging by today's news, it looks like some MPs have finally woken up to the fact that many less well off voters could be unfairly penalised by the move.

Well i didn't vote them in! Bloody labour facists.
As soon as i can- i'm taking me and my '85 V8 rangie to Canada where there aren't cameras on everything, there are proper roads, non corrupt government (at least compared to ours) and i can hoof around in the 3.9 making as much of the countryside as i want without Brown taxing me to do so.
The quicker these communist cretins get out of number 10 the better.

As columbusrobbie has noted, it would seem that people, ( inc. labour backbenchers ), have started to realize that this is going to increase most peoples car tax significantly. I think there,ll be a " U " turn !!.

Well I suppose I will be due an extra £200 next year but if you think about it that is only 2 tanks of juice ( Just my way of coping), all the enviro-mentallists are just loving this but in reality people who look after / maintain their landies are re - cycling more than any mondeo man who gets a new car every 18 months. Yet again another reason why I will not be selling my Landy and buying a prius, Oh and the fact that it wont tow 3.5 t.

The vast majority wont do a thing about it !!.
All we all do is p1ss and moan about it over lunch or down the pub, the same debate/conversation up and down the country, but when it comes to actually getting off our backsides and doing something about it, we,re all to busy, unable, basically, to have the time of work for fear of losing money.
I,m the biggest culprit for this, getting really hot under the collar about these slimey fcukwits we call " polititions ", ( notice I didnt say left or right there as they,re all the same in my eyes ! ) .
Simply put;
If all my mates said they were going down to London in thier tractors on Monday to demonstrate, to the current bunch of inept gibbons, thier dissatisfaction in the way they are dealing with things, I,d have to say " I cant ", as I have 2 houses to 2nd fix by Wednesday or the builder will do his nut.
However;
If the builder was also wanting to go down to London to protest, I would be able to, but what about the person who,s house completion will be further delayed by our outing ?.

FFS we've got a td5 disco so we can pull the caravan for holdays, taking our 2 dogs with us, we live out in the sticks up country lanes(where the council dare not venture when its icy/flooded etc) and drag a twin axle trailer about on a regular basis.
Does this mean we cant afford to tax the motor and have a life at the same time? Aint it enough that these tossers are screwing over £80 outa me to fill it up with fuel.
The problem really emulates from these tosspot city slickers who drive around in their new 4X4's taking 2.4 children to ****ing nursery school, when they only live 1/4 mile away in Hampstead or kensington. They are the ones that have given the do gooding ****wits the prick ache! and as a result, its the normal people amongst us that have genuine uses for larger vehicles that suffer.
Example: people next door to us originate from the "really" posh part of Hampstead. They have a holiday home in Norfolk and have been building this other gaff next to us for the last 6 years. He has just renewed his Range Rover for an 08 model. What do the tax rises mean to him when he's sat in traffic in London whilst commuting to Norfolk for the weekend? **** all thats what..what does it mean to me? makes owning a car that is a utility vehicle almost impossible.
Increasing the tax on vehicles over say 3 years old just aint fair. Next thing is they will abolish pre 73 historic vehicle tax and start taxing on emissions!

Yes, it's even dearer if you can't pay the full amount up front. Most people will fall into this category. A double whammy really!
I think the 950 is a one off tax on top of the purchase price when buying new.

The £ 950 is a showroom tax on first registration. But £ 450 of this is for the cars 12 months road tax.
To be clear, I,m not saying that I,m justified in having a 4x4 because it is the vehicle that best suits my needs, therefore every one else that has one but doesnt really need it, shouldnt.
IF YOU WANT A FCUKING 4X4 THAT DOES 15 TO THE GALLON, AND YOU CAN AFFORD THE FUEL TO GO IN IT, HAVE IT !!!.
The more fuel you put in it, the more tax the government gets. Its not a communist state, we do have choices in this country !!.
Lets take it to it logical conclusion;
ALL vehcles do 50 mpg, ( replacing the average of 25mpg as it stands today ), fantastic, the world is saved !!.
Everyone is using half as much fuel. Half as much fuel, means half as much revenue on fuel for the treasury.
Kinda makes sense that the government would be screwed if we actually did what they want us to do !!.

Ive been reading stuff about this every day, and ,I think, theres no way this will be put into place. NO WAY.
The government will definately drop this ill conceived cash grab.
Too many of their own MP,s are already saying it would be a dissaster for the government when it actually comes into place next Aprill.
