Wondering if there is a simple repair panel for this defect?

Behind the drivers seat on the rear tub (?) has rotted behind the bracket. Looked on YRM but can't seem to find the right part.

When i put a new floor into the boot of my disco 1, the MOT man failed it as i used rivets which "are not structural", so no use for around seat belt mounts. I can't see how i'll be able to repair this without rivets!

Typical bymetal corrosion, I would cut out the rot and fit a larger plate and rivet it in or use small bolts. This part does nothing with the seatbelt as it's mounts are on the floor and up on the pillar. The bracket is a stiffener for the door shut catch and should be fixed for that reason.
 
any thoughts?
If corrosion isn't too bad could clean and use some rust killer or similar paint that halts corrosion.
Or cut it out weld/bolt/rivet in new peice on the bulkhead and get or make a new. Bracket if beyond repair
