They're for attaching to some chipboard to make a 'Blower' for your open fire, I thought everyone knew that

Series ones are of steel and strong. Look at a WW2 jeep and you will see them around the outside of the passenger compartment for soldiers to hang on to,tie gear to and help hoick it out of trouble.
