As the title describes, I had an MOT failure for the parking brake efficiency and rear brake binding nearside.

I've had the offending drum apart and cleaned it up and got the handbrake lever working.

As far as the parking brake efficiency goes, is this likely to have been caused by the seized lever? is it worth me adjusting the adjuster or should it all balance itself out by itself?
 
They generally balance out. RAVE suggests 30 pumps of the brake pedal to center and adjust everything.
Maybe a slow drive along with a bit of handbrake on to scuff everything up and clean off any shine.
 
You can also "flick" the adjuster over manually from behind the drum. This is done by removing the rubber bung in the back plate and flicking the adjuster over with a screwdriver.
 
All sorted now, handbrake lever bar in the drum had seized holding the brake on and not allowing the handbrake to operate.
