p38 been sitting a few months,battery u/s.fitted new battery fired right up,but now all the lights in the dash cluster are on and i mean every light is on,no lights on when parked up

Is the carpet and/or underlay wet in the drivers footwell?

dont think so ,have removed drivers seat and checked all connections of wires under there,all look ok

There could be condensation in the BECM or the instrument cluster.
It only takes a minute amount of corrosion between pins to cause a problem.
