Does the 200 tdi have an oil thermostat in the filter housing??

yes all the oil cooled engines do

220,000 miles and engine overhaul. Should I change it?

not the highest of critical parts, i wouldnt bother if oils circulating,cam bearings and crank bearings plus relief valve etc
