Where are you taking boost reading from?
Do you have EGT guage?
Have you played with the pump?
As an example , I am currently running 24 Psi, with a deeper IC, plus pin , ring and hybrid turbo and tweaked pump. The difference between turbo pipe reading and the manifold is at max only 1 ~ 1.5PSi.
I turned my boost pressure down from 28 Psi as it was of no real benefit.
**clarification : this is a 300tdi**

A greater understanding of how a turbo works and what boost actually is would be a safer bet

Fit an EGT and turbo gauge, then play with the fuel pump. step by step, you can adjust the star wheel and the off boost screw on top. Leave the max fuel screew on the rear of the pump until you have seen what the other two do for you.
Write down all changes.
