just wondering if you can select high range whilst in low range when moving or other way round

yes but its not synchro so not under power or high revs,so just ease off whilst selecting,same with yellow knob

Yes, but needs a bit of care. Quite useful when pulling away with heavy trailers.
My usual is 3rd low into 2 high, but as James says, you need to change slow, and give it a bit of time for the revs to settle down.
