The ignition barrel is not returning/ popping out when I remove the key from the ignition. Whats the best way to lubricate this part of the lock action is it WD40 or graphite powder?

It certainly isn't WD40. Spray some contact cleaner in, blow out with an air line. Do that a couple of times then apply graphite lock lube and work the key in and out.
 
Mine use to do the same a few years back, wammers and Keith put me on the right path back then (along with a multitude of other things!)
 
My red rovy barrel sticking, if left accidently in without pushing the barrel to release it , it drains the battery over night. Will follow Keith's advice
once again, great advisor.
