About to buy a 96 defender. 300 tdi. Looking underneath it's generally solid, but there's a lot of oil underneath. It looks to me like this is the drain hole for the gearbox oil and somebody has left it unplugged. Could somebody with experience please confirm?

wading plug seconded. Looks more like a sump leak - look for the highest and furthest forward oil and thats your leak. Fixing them, start from the top front.
 
If you’re mechanically minded I’d use the oil leak to your advantage when purchasing the vehicle. It could be anything but shouldn’t be too hard to find and sort out, just clean everything and keep an eye on it. It might even be from an old leak that’s been sorted.
 
favourite is the breather cyclone - a continued leak from this will make a big mess in a short time
