Well as its an unregistered colour ie doesn't belong to a specific nation then I'd guess you can have what ever you want its simply decoration isn't it?, now having Spanish flag on a UK car for eg I'd say would be breaking some rule,or other..

If you display the Euro symbol and Great Britain (GB) national identifier on your number plate, then you won’t need a separate GB sticker when travelling within the European Union.
The Euro symbol must:
be a minimum height of 98mm
have a width between 40 and 50mm
have a reflective blue background with 12 reflecting yellow stars at the top
show the member state (GB) in reflecting white or yellow

however on number plate sites they sell them with all sort of colours, but like everything may not be legal, lol

What I meant was that if its not the right colour then its not a flag its simply just a pattern...

Definitely not legal.
The only addition to a standard white or yellow number plate that is legal is the blue Euro badge. Anything else at all (St George cross, Saltire etc) is illegal.
You can buy them of course, but they will be sold as 'show plates' to get around the law. You are also highly unlikely to ever get done for it, so it all depends how scrupulous you are about keeping the right side of the law!

I have had many conversations with motorists who have happily drove around for years with illegal plates (too small/lettering too close/not spaced correctly/italic/wrong pic/etc etc) and as they have driven into my part of Wales they get a pull for it, the problem(and the beauty) of this area is there is hardly any crime and as a result the police have to keep their numbers up usually by pulling tourists.
