Excuse my ignorance, and this is by no means a criticism as it's a lovely looking Landy, but why is the price +vat?

I thought that was reserved for commercial vehicles?

It is a commercial vehicle, they all are now so the qualify for the lower road tax amongst other things

if it has been a vat qualifing vehicle from new, means vat has been reclaimed when first bought new, vat has to be added,
if your vat registered you can claim it back, 13999+vat = 13999 +2800 = £16799
