is there any place open today for off roading or green laning

yep most of the lanes are open unless they've been TRO'd, whether they are drivable depends where you are. this is because the road network - which all BOAT, ORPA and assorted county roads are part, is open every day of the year.
please be very clear on this, green laning is NOT off roading, these unsurfaced roads are very much roads and not a playground where you can muck around trashing the tracks to your hearts content, that is what pay and play sites are for.
