It might just be a bad connection, my 1998 Freelander does this occasionally and opening the glove box below the steering wheel then slamming it shut again usually works

The fan connection is accessed from the drivers footwell, look right at the back of the centre console and you will see the connector, make sure its fitted properly. It wont be the resistor pack as fan speed 4 does not operate through the resistor.
