I'd pull the sender, move the arm and watch the gauge, if it works as it should, then tweak the arm on the sender. If the float is bent up too high they can read lower than they really are as although the float is sitting high, it hasn't dragged the arm up.

I believe these work by varying the resistance to earth, so it may be worth checking and cleaning the rear earth connectors onto the sender etc. and potentially the dash earths as well although do not think the gauge earths through the dash end.
If you have tried two senders already i doubt the sender is the issue but always worth checking out of the tank to see fi you can get Full range on the gauge with the sender.

Yes I understand the logic on that , I have been told to look/check earth's as well so I will go through these points and hopefully one will be the reason for the issue , thanks very much
