Just noticed that two of the wires that go to the multi-plug on the bottom of the fuel filter have broken off. Is this a major problem.

not until it becomes full of contaminants, then it's a big problem.

It was deleted on later models as its know to be problematic, in this country it is "unlikely" you would need the warning anyway.
You have a couple off choices,
Ignore it and tie the loom out the way
Fix the wires / re pin the plug and continue to use it.

i don't even have this connector on my 04 disco 2 it just has a white cap on the bottom of the fuel filter

I did state it was deleted on later models
