Tells you in the owners manual somewhere but basically you have to remove the trim etc in the boot area on that side to be able to release the flap manually.

If its anything like my old rr a little bit of force and you can open it from the outside. the catch was only a bit of plastic with a couple of bends in it.

Prise the switch out , remove the plug and jumper the pins on the plug together, if it releases the flap...the switch is shot. Take care that the lead with the plug attached does not drop below the instrument panel cover.

There is a little plastic panel on the right hand side of the boot of my 2000 DHSE, behind the panel, attached to it with velcro is an emergency fuel flap release cord. All described in the owners manual.
