Ditto the elements - see RangeRovers.net for how to repair them but be very careful - some of the folk who have tried to repair the elements have ended up setting their seats on fire !
Guess it all depends how hot you want your arse to get :)

Under the seats find the two white connectors with 2 wires coming out of each. These are your cables for the heater elements. Unplug both connectors and use a multimeter on the male side of the plugs to test the resistance, you should get a reading of around 1 ohm. If you dont get a reading you have a broken element.

Its most likely the bottom element that has broken rather than the one in the seat back.

They are bastards to replace but it is possible.

I would advise AGAINST using the paperclip trick to bypass the bottom element as you could end up doing this very easily...

The heater pads you will need to repair are part number HGL000050 and you will need 2 of them. I got mine for just under £35 each from the dealer. They are a new design and wont break like the old ones.

Beg, borrow or steal a set of hog ring pliers as well as this will drastically reduce the time it takes to do each seat...

...and then follow the guide over at rangerovers.net on how to replace the broken elements. I would advise against repair of the old elements as well due to the fact that the pad design is rubbish and it will just break again, use a new heater pad on each seat and you wont go wrong, nor will you have to fight with the seats!!

You are looking at around 2-3 hours per side I reckon. I had someone who does this sort of stuff for a living and he had the hog ring pliers and was used to disassembling car and aircraft seats etc but it still took us a good 2 hours per side to do the bases.

Basically you need to have the entire seat out of the vehicle and have a large working area. Have lots of patience and don't rush anything, do the passenger side first so if you dont get one side done in your set time or you need more tools you can go out and get the bits you need!

I've just done the drivers side one in mine, to be honest, not to bad to do, half a day per side I'd say, and I would agree with Wills the hog rings are a pain, though with someone else to help and 2 pairs of long nose pliers it isn't all doom and gloom.
rangerovers.net have excellent guides for doing the jobs with excellent pictures, my seat had gone in the same place as nearly all the others, the seam across the front, I just soldered in a small piece of replacement wire as per the guide, covered it with heat shrink tubing and it's now working fine.
So, the job is within the scope of the avid DIY'er just follow the guides on RR.net.

I trim Rollers up for a living, and if the elements are anything like those in a roller, leave them alone. Its a pig of a job to do and frankly not worth the effort. Just turn the heater up.

Wills,

Did you get HGL000040 ? that is the new one (2001)

HGL000050 is the heater element for the bottom part of the seat (where your bum goes).
HGL000040 is the heater element for the back part of the seat (where your back goes).

I didn't need HGL000040 because when I did my seats I had a set of donor seats there. So when I pulled my seats apart and saw that the back element part was all burnt I simply took the rear seat foam and heater element from each doner seat and replaced my damaged stuff.

To be honest the reason why it was a pig of a job when I did it was because not only was I fixing the heated seats but when I got a set of doner seats they had the memory function on them. I thought I might as well have the memory function on my P38 as well. Problem with this is that the frames require swapping over as well because the memory seats use slightly different motors to make the memory bit work. Basically in the end I completely rebuilt the front drivers seat from the ground up and did the same again with the passenger seat.

It was the longest Saturday I have ever spent on my P38 :D
