Is it ok to rotate the engine with the head off or do I have to remove the cam followers first
 
Head now off now very confused with the coolant passages took a few pics.are these triangular shaped hole water passages into the head as the one that's not blocked just runs into solid metal.

It all looks as it should and yes you can rotate without affecting cam followers, is there any sign of gasket damage?
 
shouldnt the water channels on the bottom be open and clean! and as for rotating the engine with the head off jack up the one wheel (i do driver side but not for any reason) put it in 5th gear and turn the wheel, that will rotate the engine nice and easy for you :)
 
Without the head on the engine you should be able to rotate the engine by hand on the crank pulley, or if it's a little tight, a socket spanner on the crank pulley bolt head.
 
Head now off to be pressure checked and if needed skim.did look at new heads and now see it's just corrosion eating into it.no obvious sign of damage to head gasket tho all bolts where we'll worn had to force undersized socket on 3 of them and a couple went lose as soon as I cracked them.head gasket also lifted off with out leaving half of it behind never had that before.

A full new set of headbolts should be used to replace the head, the bolts are tty (torque to yeild), and do not allow reuse more than maybe twice, sounds as though your current head bolts may be past their service life and have stretched.
 
Thanks i have ordered new bolts but I think I may need a new head to go with them.what do you think?.

Thanks James. three glow plug holes have cracks too.so new head I see some are listed 1995-1999 others say for all 300tdi.is there any difference? I have a 97 edc head part number hrc2666.
