This is just complete and utter horse crap! There are
general emission standards anyway which
all vehicles have to pass - so what if the car no longer acts like it did out of the factory, as long as the general emissions are met then that's the way it should be.
Sometimes I just wish planet Earth would decide to have half a dozen volcanos erupt simultaneously - WTF would the tree huggers do about that amount of pollution???

Regarding the scored brake discs OK but non illuminated dash not OK... you do realise it's very important for the driver to know exactly what speed they are doing when their brakes don't work....
