I removed the covers surrounding the ignition barrel on my D2 TD5 and found two plugs dangling in the wind. Does anyone know what they are and if they should be connected somewhere?

Could it be something to do with cruise control - which it is not equipped with?

It could be anything!
If all the electrics in your car work then I wouldn't worry about it!

Those plugs are for the ignition interlock unit which is only for autos and not fitted for European market

Behind that grill is the internal temp sensor. Has a small fan that can get noisy due to fluff.

How do you access it for cleaning?

It's held by 2 screws behind the little grill. You need to remove the facia and get up behind the dash. Easy to do but you need to be a contortionist . If you have RAVE look up section 82-39.

I had a look at the rave manual. THe screws are pretty inaccessible. I think I'll have a go with compressed air without removing. I can actually see the fan with the steering column covers removed.
