I had reason to glance inside my spare wheel carrier this morning (changing the brakelight bulb) and couldn't believe what I found. The whole thing was full, as in to the top, of rotting leaf mold.
For those not aware of this I suggest you have a look.

Now clean and any water getting in goes straight out.
