there is a rotating circle at the front, top, right of the engine block as you look at it with the bonnet open im thinking this is the cam ? if so is there ment to be a cover on it? also the manifold heat guard has fallen off and the bolts that were holding it on are sized in place what should i do? i was thinking angle grinder?

There is normally a blanking plate over the cam seals. It shouldnt cause any concern unless the seal is leaking. Remove the shield with as little damage as possible, the early 1.8 dont have them, so why the new ones. Its going to get plenty of airflow anyway.
