So I'm driving on the motorway yesterday when all of a sudden my 54 TD HSE Diesel Auto gives me about 3 seconds of more power and this keeps happening every so often, does this mean the turbo is not working properly? Also excessive fuel usage! Any idea asb why the sudden speed bursts for about 3 secs?

Sounds like a burst of over fueling to protect the turbo - check intercooler hoses and all braided hoses for any possible holes or splits that may be opening up intermittently or even a weak hose that is collapsing and so restricting flow.
These are easy checks and eliminates stuff before delving down and spending money.
