I think it's for low fuel warning. I've got one on mine but it's not the original 1985 loom, that was rotted on mine, so I got a loom from a much later model that had that plug on it.
 
Fuel Tank Sender
I think it’s redundant like so many parts on the generic loom, I have one on a 1998 300tdi 90 - exactly where the fuel tank isn’t, but was the following year when TD5 appeared with new tank location.
 
I think its for a fuel pump LINK. (LR workshop is an excellent resource for this as you can search be connector or by wiring colour). The sender wiring is separate and uses a econoseal connector. I have just looked into all of this as part of my rebuild after the fire as I am fitting new autosparks 300tdi looms throughout. The above is correct however it is redundant on a 300tdi.
