OK I have this problem and getting fed up with it now . I have a loss of power up hills ( going to do a compression check when the gauge arrives) but the engine ( 2.25 petrol) stalls and splutters when I hit traffic it also has cut out a few time but restarted ( temp is ok) I removed the online filter which was empty when engine was off but I looked this up and it says the fuel runs back down anyway ?
So to recap engine starts fine when it is in a straight road it runs fine but uphill literally 20mph ? I am hoping it's not the head or the pistons I am not losing water fuel consumption is ok i did change the plugs as the old ones were totally black and just to say I have electronic ignition system placed in it any help on this is much appreciated before I roll it off the cliff Thanks all
 
I don’t have petrol but the black plugs shows the mixture is too rich, @tottot may have some pointers
Have a look at section 17-1 fault diagnosis in the series 3 workshop manual lots of things to consider

As @steve2286w says black plugs shows there is a very rich mixture. What is the smoke like? Any oil usage? What carb?
A compression test good idea.
 
Also have a search on the series forum you won’t have a problem that someone else not had before

If you’re gauge is reading accurately those compressions are quite

White plugs is weak mixture. Could be a blockage, lift pump issue, your empty filter may be a clue here.
