When that fault code appears means that the relay is not closed while it should be cos the circuit to it's coil(or the coil) is interrupted, can be due to bad contact in the fusebox or some involved connector
Yes, the aircon fan(on it's other name cooling fan)... That fan is quite important though cos it's there to help engine cooling too when it gets too hot. I'd not use the aircon without that fan in good working order cos it can cause serious damage if let's say the dual pressure switch which protects the system from overpressure gets stuck closed...or if the engine temp rises above 105*C which is not rare just that you dont know if you dont have an additional gauge as the factory gauge stays at the middle up to 119*CDoes it relate to the aircon fan at the front of the radiator. Mine was rusted solid so I took it off, aircon still worked fine though.

Wise decisionMine was rusted solid too when I got the vehicle but I got a good secondhand one straightaway
Following extensive research that indicated the fan did not kick in until the outside air temperature hit 27c I followed what others had done in the UK.
Don't matter to me now cos I've got rid of the rest of the car as well.
Think I just googled it, I've had a sleep since then.
Don't remember seeing anything saying it was a engine cooling fan at the time, but I supose that would make sense.
And it only assists cooling if the aircon is on.
That's just a part of it, the whole story is more complex, it kicks in even with engine off and if aircon is on is managed based on other inputs too which are not mentioned hereBTW The manual you posted does say "with the aircon on".
IMO you overlooked something there cos the fan can get feed only through that relay, with the relay removed(which is R4 not others) it's technically impossible for the fan to work cos it doesnt get voltage whatsoeverNo idea how the fan test worked with that relay not plugged in
