One of the advisorys I got on the mot a frame ball joint boot is in a bad way and will need changing every thing under there has rotted and seized got one of the 28mm bolts to move under as much force as I can give it but is turning the bush with it.i was thinking disc cutter and cut between the arm and bracket cutting the bush and bolt is there enough room to do this?.

It might serve you to look at this. Another approach might occur to you.

Unlike a Defender a Discovery does not have the luxury of the removable A frame top brackets ;)

Last stubborn set I did were removed with much love and aggression with a 9" grinder, hell of a thing to wield under there so Iwould far more readily recommend a reciprocating saw, if you don't already own one they can be had relatively cheaply from B&Q and saw blades are best bought as named brand for steel and they'll last better.
 
Not mounting plates on mine all welded onto the rear cross member.the two 19mm bolts on the falcrum are stuck solid as well.

consider me schooled mate. that is a sad story, I will have to address mine in the near future and was ever so pleased to see my assumption lying on my back was mistaken, but then, my 9" grinder is more than up to the task. Though, I already broke one side free, with all my ass and two foot of cheater bar.

Recip saw, as said by @dieseldog69 Did mine with one and it took less than 5 minutes, both sides! Took longer getting ready to do it, jacking up, axle stands, rear wheels off, coffee ready etc ... Just watch what you're doing and don't force it, let the saw do the work. When they'e getting close to through, take care, the A-frame is a relatively heavy thing and will probably twist.
 
Ok if as u say “frame ball joint boot is in a bad way and will need changing” why not separate the ball joint and remove what’s left of the boot and slip on a new replacement, or as I’ve done, when I had an advisory for the same thing 5 years ago I filled the whole area around the joint with black waxoyl and since no issues with an mot.

If the joint starts to knock then I’ll get the joint replaced but I can’t see that happening soon.
