I have this car and I rebuilt the engine and everything is back in place.
I turned the starter on and all I hear is a clicking sound. also. what do
I do even if the stater was hooked on right? How do you feed the fuel
manually through the system? And if possible does anybody have the fuel
and emmission graph for me?

 
clicking sounds like startersolenoid with no power for the starter....

You can not feed fuel manually. Its EFI and needs the pressure in the
fuel system.

Search for Roger Brown's starter fix. You likely need new contacts for
the starter, cheap and easy. Double check battery voltage and connections
first.

Turn on the pump for the fuel system by shorting the Fp and +B terminals
on the diagnostic block (mounted on the inner fender)(this is for the
22re). You should hear the pump running. Pinch (do NOT bend) the return
hose to build pressure in the system and check for leaks.
