So i am Flo,

I am trying to get my land rover in exchange with my van, so trying to find one cheap repair.

My question is a rover with electrical problems were the car will not start is this normal for these cars and is it cheap to fix.

Yes it is, sometimes and sometimes its not

Depends on the make and model and fault

Well, that depends on what's not working. Sometimes it's really easy. Mine just needs a small spade connector on the starter waggling occasionally, but it could be anything from a defect in the starter motor wiring to a while new engine!
