Flywheel locking hole misaligned?

I have a 2001 Disco TD5 and today I have found that I can't lock the flywheel because the little notch does not line up with the hole in the bell housing, it's visible but it's offset.

Does anyone know if there is more than one notch to line up with? Maybe I'm looking at the wrong one.
 
I have never actually done this but would it be best to take off the rocket cover and bring the camshaft alignment hole into position then the flywheel one should be in its correct position.
 
I know nowt about TD5's but my mechanical super Spidey senses tell me that the crank position is wrong until the pin fits in your pic. Something north of the crankshaft is out of skew.
 
Found another picture which shows there is also a slot machined into it as well as the holes, not sure if this is just the reference it uses for position or if its for the locking pin

Possibly a balancing hole? the real one is yet to come around and show.

Yeah, this is what I'm thinking and the photo shows what I should be looking for.
The cam pin did fit but obviously the flywheel is only half way round.
I got the job done despite it not being locked in position properly.

Oh well if it runs OK thats what matters.
