Disconnected pipe advice - New owner!

Hi Guys

Just collected a 53 TD4 Sport, got it home and while checking fluid levels noticed a in-line filter with nothing on the input end!

Its located at the back left of the TD4 engine and is clear with a yellow filter element. The arrow point towards the rubber pipe its connected to.
Coincidently (maybe) there is a metal pipe that runs near it without anything connected to the end of it. This metal pipe runs up behind the engine and the turns back on itself in a gentle curve at the top.

Any advice/suggestions as to what these may be?

Engine runs ok and everything seems to work ok, just worried about these random pipes....

Advice/suggestions/recommendations appreciated :)

its the vucuum filter and yes its open vented . . . .
