Defender 110 ex western power

Have just taken delivery of a ex western power defender 110, just doing the checks and I've come across something I can't figure out its a white power box in the drivers footwell about 6x3 inches with on off button and a plus and minus. Any ideas

That would make sense especially as I'm pretty sure they are fitted with hydraulic winches.

As I also posted there and along the same lines as with previous posts on this thread:

Wires or pipes going into it? Have you turned it on? It's not some sort of "hand throttle" if the vehicle had PTO?
